This decision was adopted in accordance with the Law on Gas, which stipulates that the transmission system operator with the highest number of system exit points shall be responsible for regulating and administering the market. Given that the Gastrans transmission system is a transit system with a limited number of exit points, that Yugorosgaz-Transport operates a 125 km system, and that Transportgas operates the longest transmission system (2,606 km), Transportgas has thus been qualified to administer the market.
Specifically, Transportgas has thereby become the sole transmission system operator responsible for balancing within the balancing zone (pursuant to the Regulation on Network Code for Balancing the Natural Gas Transmission System, the Republic of Serbia constitutes a single balancing zone). Accordingly, it is obliged to purchase and sell natural gas for balancing purposes, procure natural gas to ensure the secure operation of the system and to compensate for system losses, as well as to use linepack for these purposes.
