The new law consolidates gas regulation into a single sectoral framework, while the Energy Law remains the umbrella regulation governing AERS competences and general obligations of energy entities. With its adoption, the Law on Pipeline Transport of Gaseous and Liquid Hydrocarbons ceases to apply.
Key objectives include:
- enhanced security of supply
- increased market competition
- protection of market participants’ interests
- clearer rules for the design, construction and maintenance of gas infrastructure
Notable novelties:
- mandatory certification of gas storage operators, ensuring legal and organizational separation from supply and production
- new three-year investment planning obligation for system operators, alongside ten-year development plans
- obligation for AERS to develop a gas price comparison application for households and standard end users
- introduction of renewable and low-carbon gas concepts (biogas, biomethane, low-carbon hydrogen, synthetic fuels), creating a legal basis for their integration into the gas network
