The new Law on Health Care, which entered into force on August 14, 2025, introduces a modern legal framework aligned with EU standards and the evolving needs of patients, professionals, and investors.
- Telemedicine
For the first time, telemedicine is formally recognized as a way to provide health care services remotely. This enables medical consultations, diagnostics, and monitoring even when doctors and patients are not in the same location, ensuring wider access to care through secure digital platforms. - Health Tourism
The new framework opens opportunities for investments in health tourism, including the establishment of natural spas and medical wellness centers. It regulates the provision of medical and wellness services within hospitality facilities, aiming to attract international visitors seeking quality health care and rehabilitation services. - New Health Technologies
The Law also provides for the introduction of new health technologies, including innovative diagnostic and therapeutic tools and minimally invasive aesthetic procedures. These advances aim to improve precision, safety, and patient outcomes while fostering biomedical innovation.
By integrating traditional health care practices with modern European standards, Montenegro is paving the way for a more accessible, efficient, and competitive health system—one that encourages innovation, investment, and international cooperation.
