Our team of experienced lawyers has accumulated a wealth of knowledge advising public authorities and suppliers on public procurement matters. We can review any kind of bid to ensure it meets the requirements of the tender, assist with deal negotiations and evaluations, and advise on concessions and other forms of public-private partnership.

We are also able to represent bidders when public agencies breach regulatory rules or infringe on a bidder’s legal rights.

The firm is ranked in Tier 1 by Legal 500 for Projects and Energy, in Tier 1 for Project Development by IFLR1000, and in Band 3 by Chambers and Partners for Projects & Energy.

Work Highlights:

  • Advising Gastrans, a joint-venture between Gazprom (Russia’s leading natural gas producer) and Srbijagas (Serbia’s state-owned natural gas supplier) on complex regulatory matters related to the implementation of a project to build a 400km natural gas pipeline through Serbia. Part of the TurkStream project, the interconnector will join up with pipelines in Bulgaria and Hungary to deliver natural gas from Russia to central Europe. We advised the client on all aspects of the deal and the country’s obligations as part of the Energy Community, a body established by the European Union and aspiring members, before successfully applying to the AERS (Energy Agency of the Republic of Serbia) for exemption from certain obligations.
  • Advising Veolia, one of the biggest water management, waste management, and energy services companies in the world, on a PPP project to manage waste treatment and disposal across twelve municipalities. The project involved the obtaining of permits for the construction and development of landfill sites and waste collection, treatment, and renewable energy facilities.
  • Complex banking and finance advice regarding a joint-venture between the Government of Republika Srpska and China Shandong International Economic & Technical Cooperation Group to build the 42 km Banja Luka-Prijedor highway. The project entails the development, design, financing, construction, completion, operation, and maintenance of the first highway concession project in the Republic of Srpska.
  • Advising Airports Company South Africa on the concession for the financing, development, construction, maintenance, and management of Nikola Tesla Belgrade Airport. This is the first airport concession project in Serbia and is, therefore, a landmark transaction.
